Warren County Board of Supervisors proposes law to change county financial management

The Warren County Board of Supervisors voted unanimously Wednesday, August 19, 2026 to introduce a local law that would create the Warren County Department of Finance to improve financial oversight of taxpayer funds. A public hearing on the proposed local law will be held on Friday, September 18, 2026.

Under the proposal, a Commissioner of Finance would be hired and appointed by the Board of Supervisors to oversee the Warren County Department of Finance. A copy of the proposed local law that would create the department and new position and spell out the commissioner's proposed duties can be found on the Warren County website.

The Board of Supervisors proposal for a new county department and position was made after supervisors reviewed findings from independent investigations into the theft of $3.3 million of taxpayer funds from the Warren County in December 2025.

Two independent investigative reports, from forensic accountants and a law firm, have been received and reviewed in recent weeks by the Board of Supervisors. The forensic audit report can be found online here.

Said Kevin Geraghty, Board of Supervisors Chairman and Warrensburg Town Supervisor: "The Board of Supervisors has reviewed extensive amounts of information regarding the unfortunate theft of taxpayer money, and the actions that led up to it. We have worked with the Warren County Attorney’s Office to make needed changes out of an obligation to act to protect taxpayer funds at all times, and ensure that a theft like this does not happen again. An appointed Commissioner of Finance would report to the Board of Supervisors and ensure the effective management of our county’s finances, and better serve the needs of our citizens and today’s financial landscape.”

Said Nate Etu, Queensbury at-Large Supervisor and Warren County Budget Officer: “Protecting taxpayer dollars is one of our highest priorities. Creating a Department of Finance with professional, centralized financial oversight will strengthen our internal controls, improve accountability, and give the Board of Supervisors the best information as we make important budget decisions. This proposal is about continuing to put safeguards in place for the future and ensuring Warren County’s finances are managed with the level of oversight our taxpayers expect and deserve.”

The public hearing on this proposal will be held at 10 a.m. Friday, September 18 at Warren County Municipal Center’s Board of Supervisors room, 1340 Route 9, Queensbury. It will also be livestreamed and videoarchived here on YouTube.

Those who are unable to attend the hearing can email county supervisors through this link.

A criminal investigation into the thefts is ongoing, and efforts to recover the money that was stolen from Warren County are ongoing.
